D. Moschos Receives Honorary Membership in ICMA

Worcester, Massachusetts?September 25, 2013?Mirick O'Connell is pleased to announce that Attorney D. M. Moschos, a senior partner in the Firm’s Labor, Employment and Employee Benefits Group, was awarded honorary membership in the International City/County Management Association (“ICMA”) today.  Honorary membership is awarded to individuals who are outside of local government management based on their distinguished public service and contributions to the improvement and strengthening of local government.  Honorary membership is rarely given by the Association.

The ICMA advances professional local government worldwide and is made up of appointed Chief Administrators and Chief Executive Officers in local government in America.  The Organization’s mission is to create excellence in local governance by developing and fostering professional management to build better communities.

Attorney Moschos is a former Assistant City Manager of the City of Worcester, Massachusetts, New England’s second largest city, where he served as the Chief Operating Officer of the City’s government.

During his legal career, he drafted what is believed to be the first comprehensive statutory employment contract law in the United States for city and town managers and administrators in Massachusetts.  He also drafted the first law in America establishing a Joint Labor-Management Committee, a quasi-government agency, to resolve police and fire labor disputes by the parties instead of the utilization of the State’s arbitration agency.  In addition, he drafted the first Massachusetts municipal regulations governing biomedical research.

He serves as a pro bono counsel for the Massachusetts Municipal Association and its affiliate, the Massachusetts Municipal Management Association, which is the sponsor of this year’s ICMA Convention in Boston.

As a labor and employment lawyer, Mr. Moschos is a Fellow of the College of Labor and Employment Lawyers.  The College is composed of the outstanding labor and employment lawyers in the United States.
